American lawmakers are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to cancel flights and SNAP benefits have been delayed for 42 million Americans.
Trump's Plan from Florida Resort
As Saturday's meeting got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator stated.
Another senator commended Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Response
Democratic senators shared alarmed responses to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker responded to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."
Continuing Talks
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans turned down an offer to reopen the government and extend the payments for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the future of the subsidies.
"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."
Partisan Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts suggested that the essence of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with existing health issues.
After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
