The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the outgoing year. By day, political struggles are fought: hopeful statements are issued from various governments. Immense energy is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from across the border, a ability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons flew past – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense activated: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly becomes grim resignation: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a automatic firearm opened up on a aerial vehicle close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the hostile drone – it maintained course toward its target.

With pauses, this continued until dawn. Kyiv greeted the early updates: several casualties, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on international aid – a dependence that regional partners are demonstrably unable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from US administration sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, certainly, persist.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is impossible to compel Moscow to relinquish the areas that it presently holds in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from assuming that the status quo will not shift further in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its advantage.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
